Nineteen of the Russian's twenty-one titles have been won on hard surfaces
A resurgent Medvedev claimed his initial trophy for over two years with victory over Frenchman Moutet in the competition title decider.
The Russian, a ex- top-ranked player, has experienced a challenging season, winning just one win at the major tournaments and experiencing a setback at the New York tournament.
The player's varied form on the tennis tour - and struggles with his service game in especial - caused him exiting of the top ten and ultimately splitting with long-time coach Cervara.
Currently training with Johansson and his other coach, the tennis star has consistently improved in the last few weeks - climaxing in a tightly fought 7-5 4-6 6-3 victory over challenger Moutet.
It is the player's initial championship after the Rome competition and first on a hard surface after that period of that year.
The win also indicates the Russian has achieved twenty-one titles at twenty-one different competitions.
"This marks the first occasion I have attended a competition with my both daughters at once, so to win a championship is particularly special," commented world number 14 Medvedev.
"This championship is in honour of my second daughter her name, because the first title I won when my older daughter her name was born was for her."
The athlete, the former major winner, had failed in his last six championship matches, featuring in that event previously this season.
Medvedev's retrieving play style and recurring reactions on court had led observers to wonder if his ability to compete at the top level was finished.
Yet the player has made changes in the past month, striving to advance forward and play aggressively, reinforced by an improved serving game.
Medvedev fought back from a break down in the initial set against the challenging Frenchman, securing four of the last five points to gain the advantage.
The pair exchanged breaks in the middle set before the Frenchman, striving for his maiden professional championship, gained dominance to create a decider.
Moutet rescued four initial opportunities in a competitive final set before Medvedev broke to that score to serve for the match.
Fittingly, he secured victory with a shot at the net, with Moutet incapable to handle a return after over two and a half hours.
